Anita Palmer

COIAI Chair and RDEK Area A Representative

Anita joined COIAI in January 2013 representing Education and RDEK Area A.

She was the Manager of the College of the Rockies Fernie Campus until retirement in August 2024.

Anita has lived in Hosmer for 48 years and continues to Chair EVR’s COIAI and represent RDEK Area A.

Rosa Maria Rocca

Seniors Representative

Rosa has been a member of the community of Sparwood since 1974. Since being here, she’s been an active member in many youth organizations.

In the last few years, she’s been an active member of the Sparwood Seniors, a member of the Fernie Seniors and Crowsnest Pass Seniors groups.

Rosa has been a Board Member of Lilac Terrace and served as a Co-Coordinator of BC CRM for Sparwood and serving on these committees has given her exposure on Senior interests in our communities.

She’s a member of the Rocky Mountain Auxiliary and has also been a member of the COIAIA for approx. 10-15 years. She’s currently the President of the Nelson Diocesan Catholic Women’s League.

Creighton Glober

EVR, Elkview Operations – Human Resources Representative

Creighton has been a member of the COIAI since 2020, representing EVR and employment in the Elk Valley.

He moved to Fernie from Southern Alberta in 2013 to join Teck. Creighton has held various HR roles at EVR sites in the Valley and is currently the HR Manager at Elkview Operations.

Shelley Wedderburn

Michel Creek/GN Rd. Residents Representative

Shelley has been a member of the COIAI Committee since it began in 2012.

She’s worked as a support service Supervisor in Healthcare in the Elk Valley from 1980 and retired in 2018. She volunteers on this committee as well as the Sparwood CRN (Community Response Network).

Shelley’s hobbies are raising registered quarter horses, and she’s also an avid gardener.

Fun Fact: If you come to her house for a visit during the summer, you will be leaving with a jar of jam (raspberry) – she loves making raspberry jam.

Tom Kramer

Elk Valley ATV Club – Recreation Representative

Tom grew up in Fernie and is the President of the Elk Valley ATV Club, and Director for ATV BC.

He served as a Police Officer for 27 years, President of their Union for 13 years and trained in the Art of Negotiations, Grievances, and Collective Bargaining in Ottawa.

Tom was responsible for lobbying Municipal, Provincial and Federal Governments on a variety of issues affecting Law Enforcement.

He’s the representative on the Southern Rocky Mountain Management Plan for Public motorized recreation making recommendations in land use planning throughout The Elk Valley and Flathead areas.

He’s a passionate fly fisherman and conservationist and as a Bylaw Officer in Fernie, he has front line knowledge of how the housing crisis, cost of living and waste management is affecting the Elk Valley.

As a COIAI Committee member, Tom represents all forms of outdoor recreation.

Kerri Wall

Interior Health Representative

Kerr is a community health facilitator at Interior Health, where she’s worked since 2011.

She supports the development of healthy public policy and planning with local governments throughout the Kootenays as part of the Healthy Communities Program with the Population Health Portfolio.

Kerri has a Master of Arts degree in Leadership and Training from Royal Roads University (2006) and certificates in both Negotiation and Third-Party Mediation from the Justice Institute of British Columbia.

She’s very grateful to reside in ʔamakʔis Ktunaxa, and has lived in Fernie for 17 years.

Sharon Strom

Housing/Business Representative

Sharon is the Building Manager of the Elkford affordable, senior housing complex and the Regional Mentor for the East Kootenays Community Response Networks, whose aim is to educate people and provide awareness around senior abuse, neglect and self neglect.

She initiated the COIAI in 2012, working for the company when it was owned by Teck.

Tim Schoahs

College of the Rockies – Education Representative

Tim has spent over 20 years working at universities in BC. In the summer of 2024, he moved to Ferni to take on the role of “Workforce Development and Campus Operations” at the College of the Rockies’ Fernie Campus.

Having grown up in a “steel & paper” town in Northern Ontario, he understands the importance, and the responsibility, of the resource industry to its communities.

As a representative of the Education Sector on this Steering Committee, he always looks for ways that the College can support the learning and training of the people in the Elk Valley.

Courtney Baker

Fernie Pride, 2SLGBTQIA+ Representative

Courtney is the Executive Director of Fernie Pride, an organization championing inclusion, visibility, and support for 2SLGBTQIA+ people in the Elk Valley.

Fernie Pride works to bring energy, collaboration and heart to building safer, more connected spaces for everyone.
